Because of the complexity of the Tanzu RabbitMQ OCI image upgrade, detailed instructions are not currently included. Upgrading RabbitMQ has generic instructions for upgrading, but before you use any of these upgrade scenarios you must meet all the RabbitMQ requirements listed early in the Upgrading RabbitMQ topic.
